Abstract:	本文先探討國民教育法和教育基本法的立法精神，然後根據此等立法精神的理解，來預測學校組織變革的四個新方向，亦即「學校本位管理」、「教師授權」、「家長的聲音和選擇」以及「學校本位的課程與教學」。為了因應此一變局，本文建議學校行政人員可以採取十個策略：(1)調整學校組織結構，(2)發展學校願景，(3)建立學校特色，(4)塑造學校組織文化，(5)採行轉型領導與促進型領導，(6)採取高度參與的決定歷程，(7)加強組織學習，(8)善用資訊科技，(9)結合家長人力資源，(10)落實辦學續效責任。 (本文會發表於國立中正大學教育學院承辦之「迎向千禧年─新世紀的教育展望國際學術研討會」，民國88年11月1日-3日)
