    Abstract: 教師評鑑是近年來世界先進國家用以提昇教師素質的政策之一,儘管行之有年,但不論是國內或國外,在實務的運作上卻仍時常遭遇困境,難以達成預定的成效。因此,教師評鑑制度之設計及其推動策略,確有詳加探究之必要。本文爰先就評鑑目的(Why)、評鑑者(Who)、受評者(Whom)、評鑑規準(What)、評鑑過程(How)等五個面向進行相關議題之探討,復次提出教師評鑑有效之原則與策略,最後歸納結論與建議以供教育行政機關與學校未來推動教師評鑑、或教師接受評鑑時之參考。
