Abstract:	2008 年10 月31 日司法院釋字第六四九號解釋，宣告身心障礙者保護法第三十七條第一項前段規定「非本法所稱視覺障礙者，不得從事按摩業」違憲。這樣的釋憲案對視障者而言，無異投下了一顆巨彈。因為視障者總以為按摩這項職業，是政府唯一保留給視障者的「工作權」。然衡諸歷史卻發覺這樣的「工作保留權」早已被蠶食鯨吞、瓜分殆盡。因此視覺障礙者應該對自我有更強之賦權增能的概念，以應付這變化詭譎的環境。
