Abstract:	傳統政府績效的表現可由選舉競爭、制度設計、官僚體制政策能力、與社會經濟的現代化等方面來解釋，社會資本或許可以提供我們更有力的解釋變數。社會資本理論最重要的理念是信任，本文將之視為獨立變數，據之解釋政策資源的累積，以及政府績效如何提昇。而制度結構在社會資本的累積上又扮演何種角色？透過這樣的討論，能使我們更為瞭解政府運作的過程。
