Abstract:	本文透過文獻蒐集，以文件分析法，以美國教改政策執行為例，剖析《邁向巔峰》政策工具之應用，並以政策工具的實踐觀點，歸納五點知識啟蒙供我國教改政策借鑑：一、重視權威型政策工具，奠定執行基礎；二、善用誘因型政策工具，提高執行意願；三、落實能力建立型政策工具，強化執行能力；四、整合資訊型政策工具，暢通執行機制；五、展望未來研究，重視政策工具的科學論述。
