Abstract:	本文旨在探討貪污問題形成之因素，藉由分析香港、新加坡反貪專責機構之機制，瞭解其在肅貪與防貪法制規範上所投注之獨特經驗，歸納出香港與新加坡在廉政治理上成功之驚艷，有無值得台灣借鏡之處，俾作為我國廉政建設之參考。
