Abstract:	Thought many Taiwanese political policies and goals represent serious challenges to the interests of the Communist Party of China, it will be difficult for the CPC to exercise effective control over Taiwan. To use the language of complex interdependence, the CPC will have difficulty reducing its snsitivity and vulnerability to Taiwanese action. Careful observation of the relationship between Taiwan and China reveals that it is more complex than a simple power imbalance. In view of the complexity of the situation, would the concepts of sensitivity and vulnerability proposed in the theory of complex interdependence be a useful analytical tool? This paper will discuss whether the concepts of sensitivity and vulnerability are globally applicable, and what explanatory power interdepentence theory has on cross-Straits relations. It also suggests some specific indices for use in interdependence analysis.
